                         Ms. MURKOWSKI, from the Committee on Energy and Natural
                                       Resources, submitted the following


                                                REPORT

                                                [To accompany S. 1317]

                                [Including cost estimate of the Congressional Budget Office]

                        The Committee on Energy and Natural Resources, to which was
                     referred the bill (S. 1317) to facilitate the availability, development,
                     and environmentally responsible production of domestic resources
                     to meet national material or critical mineral needs, and for other
                     purposes, having considered the same, reports favorably thereon
                     with an amendment (in the nature of a substitute) and rec-
                     ommends that the bill, as amended, do pass.

                                                   AMENDMENT

                        The amendment is as follows:
                        Strike all after the enacting clause and insert the following:
                     SECTION 1. SHORT TITLE; TABLE OF CONTENTS.
                       (a) SHORT TITLE.-This Act may be cited as the American Mineral Security Act.
                       (b) TABLE OF CONTENTS.-The table of contents for this Act is as follows:
