                    bill (H.R. 3111) to make administrative reforms to the National
                    Flood Insurance Program to increase fairness and accuracy and
                    protect the taxpayer from program fraud and abuse, and for other
                    purposes, having considered the same, report favorably thereon
                    with an amendment and recommend that the bill as amended do
                    pass.
