                    ING APPROPRIATIONS FOR THE DEPARTMENTS OF LABOR, HEALTH AND
                    HUMAN SERVICES, AND EDUCATION, AND RELATED AGENCIES FOR THE
                    FISCAL YEAR ENDING SEPTEMBER 30, 2020, AND FOR OTHER PURPOSES

                      Mrs. TORRES of California, from the Committee on Rules,
                                      submitted the following

                                         REPORT

                                       [To accompany H. Res. 436]
                    The Committee on Rules, having had under consideration House
                  Resolution 436, by a record vote of 8 to 4, report the same to the
                  House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides a structured rule for further consider-
                    ation of H.R. 2740, the Labor, Health and Human Services, Edu-
                    cation, Defense, State, Foreign Operations, and Energy and Water
                  Development Appropriations Act, 2020. The resolution provides no
                  further general debate. The resolution provides that no further
                  amendment to the bill, as amended, shall be in order except those
                  printed in this report, amendments en bloc described in section 3
                  of this resolution, and available pro forma amendments described
                  in section 4 of House Resolution 431. Each amendment printed in
                  part A of this report may be offered only in the order printed in
                  the report, may be offered only by a Member designated in the re-
                  port, shall be considered as read, shall be debatable for the time
                  specified in the report equally divided and controlled by the pro-
                  ponent and an opponent, may be withdrawn by the proponent at
                  any time before action thereon, shall not be subject to amendment
                  except pro forma amendments described in section 4 of House Reso-
                  lution 431, and shall not be subject to a demand for division of the
                  question in the House or in the Committee of the Whole. Each
                  amendment printed in part B of this report may be offered at any
                  time during the consideration of the bill for amendment, may be of-
                  fered only by a Member designated in the report, shall be consid-
                  ered as read, shall be debatable for the time specified in the report
                  equally divided and controlled by the proponent and an opponent,
                  may be withdrawn by the proponent at any time before action
