                    referred the bill (H.R. 988) to provide for a study by the Ocean
                    Studies Board of the National Academies of Science examining the
                    impact of ocean acidification and other stressors in estuarine envi-
                    ronments, having considered the same, report favorably thereon
                    with amendments and recommend that the bill as amended do
                    pass.
