                      H.R. 1590, the Terrorist and Foreign Fighter Travel Exercise Act
                    of 2019, requires the Secretary of Homeland Security, in coordina-
                    tion with relevant Federal departments and agencies, to develop
                    and conduct an exercise related to the terrorist and foreign fighter
