                   PROVIDING FOR CONSIDERATION OF THE CONFERENCE REPORT TO AC-
                   COMPANY THE JOINT RESOLUTION (H.J. RES. 31) MAKING FURTHER
                   CONTINUING APPROPRIATIONS FOR THE DEPARTMENT OF HOMELAND
                   SECURITY FOR FISCAL YEAR 2019, AND FOR OTHER PURPOSES, AND
                   PROVIDING FOR PROCEEDINGS DURING THE PERIOD FROM FEBRUARY
                   15, 2019, THROUGH FEBRUARY 22, 2019

                            Mr. PERLMUTTER, from the Committee on Rules,
                                       submitted the following

                                          REPORT

                                        [To accompany H. Res. 131]
                     The Committee on Rules, having had under consideration House
                   Resolution 131, by a record vote of 8 to 4, report the same to the
                   House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                     The resolution provides for consideration of the Conference Re-
                   port to accompany H.J. Res. 31, the Consolidated Appropriations
                   Act, 2019. The resolution waives all points of order against the con-
                   ference report and against its consideration. The resolution pro-
                   vides that the conference report shall be considered as read. The
                   resolution provides that the previous question shall be considered
                   as ordered without intervention of any motion except one hour of
                   debate and one motion to recommit if applicable. Debate on the
                   conference report is divided pursuant to clause 8(d) of rule XXII.
                   Section 2 of the resolution provides that on any legislative day dur-
                   ing the period from February 15, 2019, through February 22, 2019:
                   the Journal of the proceedings of the previous day shall be consid-
                   ered as approved; and the Chair may at any time declare the
                   House adjourned to meet at a date and time to be announced by
                   the Chair in declaring the adjournment. Section 3 of the resolution
                   provides that the Speaker may appoint Members to perform the
                   duties of the Chair for the duration of the period addressed by sec-
                   tion 2 of the resolution as though under clause 8(a) of rule I.
