                    The Committee on Natural Resources, to whom was referred the
                  bill (H.R. 6345) to provide for greater county and State consultation
                  with regard to petitions under the Endangered Species Act of 1973,
                  and for other purposes, having considered the same, report favor-
                  ably thereon without amendment and recommend that the bill do
                  pass.
                                       PURPOSE OF THE BILL
                    The purpose of H.R. 6345 is to provide for greater county and
                    State consultation with regard to petitions under the Endangered
                    Species Act of 1973.
                              BACKGROUND AND NEED FOR LEGISLATION
                    The Endangered Species Act of 1973 (ESA, 16 U.S.C. 1531 et
                    seq.) sets out the broad goal of conserving and recovering species
                  facing extinction. The law authorizes federal agencies to identify
                  imperiled species and list them as either threatened or endangered,
                  as appropriate.1 The law further requires agencies to take nec-
