                    INTERNAL REVENUE CODE OF 1986 TO PROMOTE NEW BUSINESS INNO-
                    VATION, AND FOR OTHER PURPOSES; PROVIDING FOR CONSIDERATION
                    OF THE BILL (H.R. 6757) TO AMEND THE INTERNAL REVENUE CODE OF
                    1986 TO ENCOURAGE RETIREMENT AND FAMILY SAVINGS, AND FOR
                    OTHER PURPOSES; PROVIDING FOR CONSIDERATION OF THE BILL (H.R.
                    6760) TO AMEND THE INTERNAL REVENUE CODE OF 1986 TO MAKE PER-
                    MANENT CERTAIN PROVISIONS OF THE TAX CUTS AND JOBS ACT AF-
                    FECTING INDIVIDUALS, FAMILIES, AND SMALL BUSINESSES; AND PRO-
                    VIDING FOR PROCEEDINGS DURING THE PERIOD FROM OCTOBER 1,
                    2018, THROUGH NOVEMBER 12, 2018

                             Mr. SESSIONS, from the Committee on Rules,
                                      submitted the following

                                         REPORT

                                      [To accompany H. Res. 1084]
                    The Committee on Rules, having had under consideration House
                  Resolution 1084, by a record vote of 7 to 3, report the same to the
                  House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for consideration of H.R. 6756, the Amer-
                  ican Innovation Act of 2018, under a closed rule. The resolution
                  provides one hour of debate equally divided and controlled by the
                  chair and ranking minority member of the Committee on Ways and
                  Means. The resolution waives all points of order against consider-
                  ation of the bill. The resolution provides that the amendment in
                  the nature of a substitute recommended by the Committee on Ways
                  and Means now printed in the bill, modified by the amendment
                  printed in part A of this report, shall be considered as adopted and
                  the bill, as amended, shall be considered as read. The resolution
                  waives all points of order against provisions in the bill, as amend-
                  ed. The resolution provides one motion to recommit with or without
                  instructions.
                    Section 2 of the resolution provides for consideration of H.R.
                  6757, the Family Savings Act of 2018, under a closed rule. The res-
                  olution provides one hour of debate equally divided and controlled
                  by the chair and ranking minority member of the Committee on
                  Ways and Means. The resolution waives all points of order against
