The Committee on Environment and Public Works, to which was
referred the bill (S. 2602) to support carbon dioxide utilization and
direct air capture research, to facilitate the permitting and develop-
ment of carbon capture, utilization, and sequestration projects and
carbon dioxide pipelines, and for other purposes, having considered

                                GENERAL STATEMENT AND BACKGROUND
Carbon capture, utilization and sequestration (CCUS) is a proc-
ess that involves capturing manmade carbon dioxide (C02) and
reusing or storing the carbon dioxide to keep it from entering into
or persisting in the atmosphere. The beginnings of CCUS can be
traced to the early 1970s, when captured carbon dioxide was first
injected into oil fields to improve oil recovery.1 Since then, the proc-
ess of capturing and storing carbon dioxide has become a proven
type of technology used around the world. Seventeen large-scale
CCUS projects are in operation globally, nine of which are located
