                      Mr. ROE of Tennessee, from the Committee on Veterans' Affairs,
                                          submitted the following

                              [Including cost estimate of the Congressional Budget Office]

                      The Committee on Veterans' Affairs, to whom was referred the
                    bill (H.R. 5538) to amend title 38, United States Code, to provide
                    for the inclusion of certain additional periods of active duty service
                    for purposes of suspending charges to veterans' entitlement to edu-
                    cational assistance under the laws administered by the Secretary
                    of Veterans Affairs during periods of suspended participation in vo-
                    cational rehabilitation programs, having considered the same, re-
                    port favorably thereon without amendment and recommend that
                    the bill do pass.
