A. BACKGROUND
The Marrakesh Treaty to Facilitate Access to Published Works
for Persons by Visually Impaired Persons and Persons with Print
Disabilities (hereinafter the Marrakesh Treaty) concluded at Mar-
rakesh, Morocco, on June 28, 2013, under the auspices of the World
Intellectual Property Organization. The Marrakesh Treaty was ne-
gotiated to address the global shortage of books and other texts in
