                    ATION OF THE BILL (H.R. 3) TO RESCIND CERTAIN BUDGET AUTHORITY
                    PROPOSED TO BE RESCINDED  IN SPECIAL MESSAGES TRANSMITTED TO
                    THE CONGRESS  BY THE PRESIDENT ON  MAY 8, 2018, IN ACCORDANCE
                    WITH TITLE X OF THE CONGRESSIONAL  BUDGET  AND IMPOUNDMENT
                    CONTROL ACT 1974

                             Mr. BURGESS, from the Committee on Rules,
                                      submitted the following

                                         REPORT

                                       [To accompany H. Res. 923]
                    The  Committee on Rules, having had under consideration House
                  Resolution 923, by a record vote of 9 to 2, report the same to the
                  House  with the recommendation that the resolution be adopted.
                             SUMMARY  OF PROVISIONS OF THE RESOLUTION
                    The  resolution provides for further consideration of H.R. 5895,
                  the Energy  and Water Development  and Related Agencies Appro-
                  priations Act 2019, under a structured rule. The resolution pro-
                  vides that no further general debate shall be in order. The resolu-
                  tion provides that the further amendment printed in part A of this
                  report shall be considered as adopted in the House and in the Com-
                  mittee of the Whole. The resolution makes in order only those fur-
                  ther amendments  printed in part B of this report, and available pro
                  forma  amendments  described in section 4 of House Resolution 918.
                  Each  further amendment  printed in part B of this report may be
                  offered only in the order printed in this report, may be offered only
                  by a Member  designated in this report, shall be considered as read,
                  shall be debatable for the time specified in this report equally di-
                  vided and  controlled by the proponent and an opponent, may be
                  withdrawn  by  the proponent at any time before action thereon,
                  shall not be subject to amendment except amendments described in
                  section 4 of House Resolution 918, and shall not be subject to a de-
                  mand  for division of the question in the House or in the committee
                  of the whole. The resolution waives all points of order against fur-
