                    THE RIVERS AND HARBORS OF THE UNITED  STATES, TO PROVIDE FOR
                    THE CONSERVATION AND  DEVELOPMENT  OF WATER AND RELATED RE-
                    SOURCES, AND FOR OTHER PURPOSES; AND PROVIDING FOR CONSIDER-
                    ATION OF THE BILL (H.R. 5895) MAKING APPROPRIATIONS FOR ENERGY
                    AND WATER DEVELOPMENT   AND RELATED AGENCIES FOR THE FISCAL
                    YEAR ENDING SEPTEMBER 30, 2019, AND FOR OTHER PURPOSES

                            Mr. WOODALL,  from the Committee on Rules,
                                      submitted the following


                                         REPORT

                                       [To accompany H. Res. 918]
                    The Committee  on Rules, having had under consideration House
                  Resolution 918, by a record vote of 8 to 2, report the same to the
                  House with the recommendation that the resolution be adopted.
                             SUMMARY  OF PROVISIONS OF THE RESOLUTION
                    The  resolution provides for the consideration of the Senate
                  amendment   to H.R. 3249, the Project Safe Neighborhoods Grant
                  Program  Authorization Act of 2018. The resolution makes in order
                  a motion offered by the chair of the Committee on the Judiciary or
                  his designee that the House concur in the Senate amendment to
                  H.R. 3249. The resolution waives all points of order against consid-
                  eration of the motion. The resolution provides that the Senate
                  amendment   and the motion shall be considered as read. The reso-
                  lution provides one hour of debate on the motion equally divided
                  and  controlled by the chair and ranking minority member of the
                  Committee  on the Judiciary.
                    Section 2 of the resolution provides for consideration of H.R. 8,
                  the Water Resources Development Act of 2018, under a structured
                  rule. The resolution provides one hour of general debate equally di-
                  vided and controlled by the chair and ranking minority member of
                  the Committee  on Transportation and Infrastructure. The resolu-
                  tion waives all points of order against consideration of the bill. The
                  resolution provides that an amendment  in the nature of a sub-
                  stitute consisting of the text of Rules Committee Print 115-72 shall
