Ms. MURKOWSKI, from the Committee on Energy and Natural
Resources, submitted the following
REPORT
[To accompany S. 2503]
The Committee on Energy and Natural Resources, to which was
referred the bill (S. 2503) to establish Department of Energy policy
for science and energy research and development programs, and re-
form National Laboratory management and technology transfer
programs, and for other purposes, having considered the same, re-
ports favorably thereon without amendment and recommends that
the bill do pass.
PURPOSE
The purpose of S. 2503 is to establish Department of Energy
(DOE) policy for science and energy research and development pro-
grams, and to reform National Laboratory management and tech-
nology transfer programs, and for other purposes.
BACKGROUND AND NEED
DOE currently operates 17 National Laboratories that are man-
aged by six different offices: the Office of Science; the National Nu-
clear Security Administration; the Office of Nuclear Energy; the Of-
fice of Fossil Energy; the Office of Energy Efficiency and Renewable
Energy; and the Office of Environmental Management. The mission
of the National Laboratories includes basic science, as well as re-
search, development, and deployment related to energy and na-
tional security. In addition, the National Laboratories house sci-
entific instrumentation and facilities that, in many cases, are
unique and available to the public.
