Mr. BISHOP of Utah, from the Committee on Natural Resources,
submitted the following
REPORT
together with
DISSENTING VIEWS

The Committee on Natural Resources, to whom was referred the
bill (H.R. 520) to require the Secretary of the Interior and the Sec-
retary of Agriculture to more efficiently develop domestic sources of
the minerals and mineral materials of strategic and critical impor-
tance to the economic and national security and manufacturing
competitiveness of the United States, and for other purposes, hav-
ing considered the same, report favorably thereon with an amend-
ment and recommend that the bill as amended do pass.
The amendment is as follows:
Strike all after the enacting clause and insert the following:
SECTION 1. SHORT TITLE.
This Act may be cited as the National Strategic and Critical Minerals Production
Act.
SEC. 2. FINDINGS.
Congress finds that-
(1) the industrialization of developing nations has driven demand for nonfuel
minerals necessary for telecommunications, military technologies, healthcare
technologies, and conventional and renewable energy technologies;
(2) the availability of minerals and mineral materials are essential for eco-
nomic growth, national security, technological innovation, and the manufac-
turing and agricultural supply chain;
