                     The Committee on Natural Resources, to whom was referred the
                   bill (H.R. 717) to amend the Endangered Species Act of 1973 to re-
                   quire review of the economic cost of adding a species to the list of
                   endangered species or threatened species, and for other purposes,
                   having considered the same, report favorably thereon without
                   amendment and recommend that the bill do pass.

                                        PURPOSE OF THE BILL
                     The purpose of H.R. 717 is to amend the Endangered Species Act
                   of 1973 to require review of the economic cost of adding a species
                   to the list of endangered species or threatened species.
                               BACKGROUND AND NEED FOR LEGISLATION
                     Pursuant to the Endangered Species Act of 1973 (ESA, 16 U.S.C.
                   1531 et seq.), the Secretary of the Interior or Secretary of Com-
                   merce does not consider economic factors when listing a species as
                   endangered or threatened. Species listings, however, impact our
                   national economy and can restrict the ability of State and local en-
                   tities to provide for the public health and safety. Species listings
                   also can curtail the right of industry and private landowners to uti-
                   lize property and resources to generate income or to increase local
