                                I. LEGISLATIVE BACKGROUND
                    The Committee on Finance, having considered S. 1827, a bill that
                  would amend titles XI, XIX, and XXI of the Social Security Act to
                  extend funding for the Children's Health Insurance Program and
                  otherwise revise related provisions, reports favorably thereon and
                  recommends that the bill do pass.
                  Background and need for legislative action
                    The Children's Health Insurance Program (CHIP) is a means-
                  tested program that provides health coverage to targeted low-in-
