                  PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 3017) TO AMEND THE
                    COMPREHENSIVE ENVIRONMENTAL RESPONSE, COMPENSATION, AND
                    LIABILITY ACT OF 1980 TO REAUTHORIZE AND IMPROVE THE
                    BROWNFIELDS PROGRAM, AND FOR OTHER PURPOSES, AND PROVIDING
                    FOR CONSIDERATION OF THE BILL (H.R. 3905) TO REQUIRE CONGRES-
                    SIONAL APPROVAL OF ANY MINERAL WITHDRAWAL OR MONUMENT
                    DESIGNATION INVOLVING THE NATIONAL FOREST SYSTEM LANDS IN
                    THE STATE OF MINNESOTA, TO PROVIDE FOR THE RENEWAL OF CER-
                    TAIN MINERAL LEASES IN SUCH LANDS, AND FOR OTHER PURPOSES

                                      submitted the following


                                         REPORT

                                       [To accompany H. Res. 631]
                    The Committee on Rules, having had under consideration House
                  Resolution 631, by a record vote of 7 to 3, report the same to the
                  House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for consideration of H.R. 3017, the
                  Brownfields Enhancement, Economic Redevelopment, and Reau-
                  thorization Act of 2017, under a closed rule. The resolution pro-
                  vides one hour of debate equally divided and controlled by the chair
                  and ranking minority member of the Committee on Energy and
                  Commerce. The resolution waives all points of order against consid-
                  eration of the bill. The resolution provides that an amendment in
                  the nature of a substitute consisting of the text of Rules Committee
                  Print 115-40 shall be considered as adopted and the bill, as
                  amended, shall be considered as read. The resolution waives all
                  points of order against provisions in the bill, as amended. The reso-
                  lution provides one motion to recommit with or without instruc-
                  tions.
                    Section 2 of the resolution provides for consideration of H.R.
                    3905, Minnesota's Economic Rights in the Superior National Forest
                  Act, under a structured rule. The resolution provides one hour of
                  debate equally divided and controlled by the chair and ranking mi-
                  nority member of the Committee on Natural Resources. The resolu-
                  tion waives all points of order against consideration of the bill. The
                  resolution provides that an amendment in the nature of a sub-
