                         Mr. SHUSTER, from the Committee on Transportation and
                                   Infrastructure, submitted the following

                      The Committee on Transportation and Infrastructure, to whom
                    was referred the bill (H.R. 1735) to direct the Administrator of the
                    Federal Emergency Management Agency to issue guidance regard-
                    ing implementation of certain buy-outs or the acquisition of prop-
                    erty for open space as a flood mitigation measure, and for other
                    purposes, having considered the same, report favorably thereon
                    with amendments and recommend that the bill as amended do
                    pass.
