                  PROVIDING FOR CONSIDERATION OF THE BILL (H.R. 3354) MAKING APPRO-
                    PRIATIONS FOR THE DEPARTMENT OF THE INTERIOR, ENVIRONMENT,
                    AND RELATED AGENCIES FOR THE FISCAL YEAR ENDING SEPTEMBER
                    30, 2018, AND FOR OTHER PURPOSES; PROVIDING FOR CONSIDERATION
                    OF MOTIONS TO SUSPEND THE RULES; AND WAIVING A REQUIREMENT
                    OF CLAUSE 6(A) OF RULE XIII WITH RESPECT TO CONSIDERATION OF
                    CERTAIN RESOLUTIONS REPORTED FROM THE COMMITTEE ON RULES

                               Mr. COLE, from the Committee on Rules,
                                      submitted the following


                                         REPORT

                                       [To accompany H. Res. 500]
                    The Committee on Rules, having had under consideration House
                  Resolution 502, by a record vote of 9 to 3, report the same to the
                  House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                    The resolution provides for consideration of H.R. 3354, the De-
                  partment of the Interior, Environment, and Related Agencies Ap-
                  propriations Act, 2018, under a structured rule. The resolution pro-
                  vides two hours of general debate equally divided and controlled by
                  the chair and ranking minority member of the Committee on Ap-
                  propriations. The resolution waives all points of order against con-
                  sideration of the bill. The resolution provides that an amendment
                  in the nature of a substitute consisting of the text of Rules Com-
                  mittee Print 115-31, modified by Rules Committee Print 115-32
                  and the amendment printed in part A of this report, shall be con-
                  sidered as adopted and the bill, as amended, shall be considered as
                  read. The resolution waives points of order against provisions in
                  the bill, as amended, for failure to comply with clause 2 or clause
                  5(a) of rule XXI, except beginning with the colon on page 327, line
                  22, through crime on page 328, line 2; beginning with the semi-
                  colon on page 535, line 12, through (12 U.S.C. 3907(b)(2). on page
                  536, line 14; and section 7080. The resolution provides that where
                  points of order are waived against part of a section, a point of order
                  may only be raised against the exposed provision and not the en-
                  tire section. The resolution makes in order only those further
                  amendments printed in part B of this report, amendments en bloc
                      69-008
