                    The Committee on Natural Resources, to whom was referred the
                  bill (H.R. 2083) to amend the Marine Mammal Protection Act of
                  1972 to reduce predation on endangered Columbia River salmon
                  and other nonlisted species, and for other purposes, having consid-
                  ered the same, report favorably thereon without amendment and
                  recommend that the bill do pass.
                                       PURPOSE OF THE BILL
                    The purpose of H.R. 2083 is to amend the Marine Mammal Pro-
                  tection Act of 1972 to reduce predation on endangered Columbia
                  River salmon and other nonlisted species.
                              BACKGROUND AND NEED FOR LEGISLATION
                    According to the National Oceanic and Atmospheric Administra-
                  tion (NOAA), the Lower Columbia River is home to multiple species
                  of salmon listed under the Endangered Species Act of 1973 (ESA,
                  16 U.S.C. 1531 et seq.), including the Lower Columbia River chi-
                  nook, steelhead, coho, and chum salmon. A 2013 ESA recovery plan
                  for these species released by NOAA cited marine mammal preda-
                  tion, specifically by California sea lions, as a significant factor in
                  the initial species listings and a hurdle to their recovery. Further,
