                   PROVIDING FOR FURTHER CONSIDERATION OF THE BILL (H.R. 3219) MAK-
                   ING APPROPRIATIONS FOR THE DEPARTMENT OF DEFENSE FOR THE
                   FISCAL YEAR ENDING SEPTEMBER 30, 2018, AND FOR OTHER PURPOSES,
                   AND PROVIDING FOR CONSIDERATION OF MOTIONS TO SUSPEND THE
                   RULES

                            Mr. NEWHOUSE, from the Committee on Rules,
                                       submitted the following


                                          REPORT

                                        [To accompany H. Res. 478]
                     The Committee on Rules, having had under consideration House
                   Resolution 478, by a record vote of 7 to 4, report the same to the
                   House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                     The resolution provide for further consideration of H.R. 3219, the
                   Make America Secure Appropriations Act, 2018, under a structured
                   rule. The resolution provides that no further general debate shall
                   be in order. The resolution provides that the further amendment
                   printed in part A of this report shall be considered as adopted. The
                   resolution makes in order only those further amendments printed
                   in part B of this report, amendments en bloc described in section
                   3 of the resolution, and available pro forma amendments described
                   in section 4 of House Resolution 473. Each further amendment
                   printed in part B of this report may be offered only in the order
                   printed in this report, may be offered only by a Member designated
                   in this report, shall be considered as read, shall be debatable for
                   the time specified in this report equally divided and controlled by
                   the proponent and an opponent, may be withdrawn by the pro-
                   ponent at any time before action thereon, shall not be subject to
                   amendment except amendments described in section 4 of House
                   Resolution 473, and shall not be subject to a demand for division
                   of the question in the House or the Committee of the Whole. The
                   resolution waives all points of order against further amendments
                   printed in part B of this report or against amendments en bloc de-
                   scribed in section 3 of the resolution. The resolution provides that
                   it shall be in order at any time for the chair of the Committee on
                   Appropriations or his designee to offer further amendments en bloc
