                      WILDLIFE INNOVATION AND LONGEVITY DRIVER ACT

                     Mr. BARRASSO, from the Committee on Environment and Public
                                    Works, submitted the following


                                           REPORT

                                           [To accompany S. 826]

                             [Including cost estimate of the Congressional Budget Office]
                     The Committee on Environment and Public Works, to which was
                   referred the bill (S. 826) to reauthorize the Partners for Fish and
                   Wildlife Program and certain wildlife conservation funds, to estab-
                   lish prize competitions relating to the prevention of wildlife poach-
                   ing and trafficking, wildlife conservation, the management of
                   invasive species, and the protection of endangered species, and for
                   other purposes, having considered the same, reports favorably
                   thereon with an amendment in the nature of a substitute and rec-
                   ommends that the bill, as amended, do pass.
                               BACKGROUND AND NEED FOR LEGISLATION
                     States and localities throughout the United States, and nations
                   around the world, grapple with wildlife conservation and manage-
                   ment challenges, including those posed by invasive species, wildlife
                   poaching, and illegal trafficking.
                     An invasive species has been defined under Executive Order
                   13112 as an alien species whose introduction does or is likely to
                   cause economic or environmental harm or harm to human health.
                   Roughly 50,000 non-native species have been introduced to the
                   United States with an annual economic cost estimated at more
                   than $120 billion, according to the Congressional Research Service
                   (CRS).1
