PURPOSE
The purpose of S. 385 is to promote energy savings in residential
buildings and industry.
BACKGROUND AND NEED
Since the 1973 oil embargo and every subsequent energy crisis,
studies have shown that the U.S. could save energy and money by
investing in energy efficiency measures. Today, efficient energy use
and the deployment of more efficient technologies are critical to
