REPORT

The Committee on Energy and Natural Resources, to which was
referred the bill (S. 714) to amend Public Law 103-434 to authorize
Phase III of the Yakima River Basin Water Enhancement Project
for the purpose of improving water management in the Yakima
River basin, and for other purposes, having considered the same,
reports favorably thereon without amendment and recommends
that the bill do pass.
PURPOSE
The purpose of S. 714 is to amend Public Law 103-434 to author-
ize Phase III of the Yakima River Basin Water Enhancement
Project for the purposes of improving water management in the
Yakima River basin.
BACKGROUND AND NEED
The legislation seeks to address long-term water supply chal-
lenges and environmental needs in the Yakima Basin by author-
izing Phase III of the Yakima River Basin Water Enhancement
Project (YRBWEP Phase III). Phase III is the first phase of the
Yakima River Basin Integrated Water Resource Plan (Integrated
Plan), an adaptive watershed management plan for the Yakima
River Basin. The legislation seeks to improve the reliability and
sustainability of water supplies to meet agricultural, municipal,
