                      The Committee on Energy and Commerce, to whom was referred
                    the bill (H.R. 2786) to amend the Federal Power Act with respect
                    to the criteria and process to qualify as a qualifying conduit hydro-
                    power facility, having considered the same, reports favorably there-
                    on with an amendment and recommends that the bill as amended
                    do pass.
