Mr. GRIJALVA, from the Committee on Natural Resources,
submitted the following
R E P O R T
[To accompany H.R. 6611]
The Committee on Natural Resources, to whom was referred the
bill (H.R. 6611) to authorize the Embassy of France in Washington,
DC, to establish a commemorative work in the District of Columbia
and its environs to honor the extraordinary contributions of Jean
Monnet to restoring peace between European nations and estab-
lishing the European Union, and for other purposes, having consid-
ered the same, reports favorably thereon without amendment and
recommends that the bill do pass.
PURPOSE OF THE BILL
The purpose of H.R. 6611 is to authorize the Embassy of France
in Washington, DC, to establish a commemorative work in the Dis-
trict of Columbia and its environs to honor the extraordinary con-
tributions of Jean Monnet to restoring peace between European na-
tions and establishing the European Union.
BACKGROUND AND NEED FOR LEGISLATION
H.R. 6611 would authorize the Embassy of France in Wash-
ington, DC, to establish a commemorative bench in Washington,
DC,'s Rock Creek Park to honor the extraordinary contributions of
Jean Monnet in restoring peace between European nations and es-
tablishing the European Union, and for other purposes.
Jean Monnet was a French diplomat and entrepreneur known as
a founding father of the European Union. Monnet served as a key
diplomat during World War II, going to Washington on France's be-
half to meet with President Franklin D. Roosevelt to negotiate a
