handle is hein.congrec/vetranspc3967 and id is 1 raw text is: CONGRESSIONAL BUDGET OFFICE COST ESTIMATE November 8, 2017 SUMMARY H.R. 1133 would expand the authority of the Department of Veterans Affairs (VA) to cover expenses related to organ transplant procedures for eligible veterans and their living donors (regardless of whether donors are eligible for health care provided by VA) at nondepartment facilities. CBO estimates that implementing H.R. 1133 would cost $140 million over the 2018-2022 period, assuming appropriation of the necessary amounts. Enacting H.R. 1133 would not affect direct spending or revenues; therefore, pay-as-you- go procedures do not apply. CBO estimates that enacting H.R. 1133 would not increase net direct spending or on- budget deficits in any of the four consecutive 10-year periods beginning in 2028. H.R. 1133 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA). ESTIMATED COST TO THE FEDERAL GOVERNMENT The estimated budgetary effects of H.R. 1133 are shown in the following table.
