For five years after enactment, the bill would require DHS to report annually to the Congress on the plan's efficacy and also would require the Government Accountability Office to review each of those reports. Based on the costs of similar activities, CBO estimates that producing and reviewing those reports would cost about $1 million over the 2019-2024 period; such spending would be subject to of appropriated funds.
