H.R. 2157 would provide supplemental appropriations for fiscal
year 2019 to respond to various natural disasters and designate
those amounts as emergency requirements pursuant to section 251
of the Balanced Budget and Emergency Deficit Control Act of
1985. The limits on discretionary budget authority established by
the Budget Control Act of 2011 (P.L. 112-25), as amended, would
be adjusted to accommodate this funding. Provisions of Title V of
H.R. 2157 would modify the Federal Emergency


Management Agency's authority to spend balances of previously
appropriated non-emergency funds and would designate those
changes as emergency requirements. As a result, emergency-
designated spending in the Homeland Security jurisdiction would
increase and be offset by a corresponding reduction in non-
emergency spending in that jurisdiction.
