The 24-member committee would consist of representatives from entities that import or export cargo using ocean-going common carriers. The FMC would be required to report the committee's recommendations to the Congress. S. 2894 would not authorize additional funding to support the activities required under the bill. However, based on the cost of similar activities, CBO estimates that implementing S. 2894 would cost $1 million over the 2020-2025 period; such spending would be subject to the availability of appropriated funds.
