Divisions A-C of Senate Amendment 2910 (S.A. 2910) to H.R. 5895, the Energy and Water, Legislative Branch, and Military Construction and Veterans Affairs
Appropriations Act, 2019, contain the text of three of the twelve annual appropriation bills for fiscal year 2019. Divisions A and C are substantively identical to
S. 2975 (Energy and Water) and S. 3024 (Military Construction, VA), which the Senate Committee on Appropriations reported on May 24, 2018, and June 7, 2018,
respectively.
With a few exceptions, Division B (Legislative Branch) of S.A. 2910 is substantively identical to S. 3071, also reported out of committee on June 7, 2018. Division
B contains appropriations for fiscal year 2019 for the House of Representatives, whereas S. 3071 as reported did not. (Customarily, each chamber does not provide
recommendations for the funding level of the opposite chamber until that entire body has approved them.) S.A. 2910 incorporates the appropriations for the House
of Representatives that were passed by that chamber in Division B of H.R. 5895 on June 8, 2018. In addition, relative to S. 3071, S.A. 2910 would reduce the
amount of budget authority proposed for the Architect of the Capitol, Capital Construction and Operations account by $750,000. After accounting for those changes,
the estimated budgetary effects of Division B match the 302(b) allocations for the Legislative Branch subcommittee reported on June 18, 2018 (S. Rept. 115-279).

a. In fiscal year 2019, most discretionary budget authority is subject to limits as described in the Budget Control Act of 2011 (P.L. 112-25), as amended by the
   Bipartisan Budget Act of 2018 (P.L. 115-123). For fiscal year 2019 those limits total $1,244,000 million-$647,000 million for defense programs (statutorily
   referred to as the revised security category) and $597,000 million for nondefense programs (statutorily referred to as the revised nonsecurity category).

 b. Designated pursuant to section 25 1(b)(2) of the Deficit Control Act; the spending limits for fiscal year 2019 would be adjusted to accommodate these amounts.
