Both H.R. 5206, and H.R. 5207 would codify programs that currently exist at the Department of Homeland Security (DHS). CBO estimates that enacting the bills would not significantly affect DHS spending. Because they would not affect direct spending or revenues, pay-as-you-go procedures do not apply. CBO estimates that enacting the bills would not increase net direct spending or on-budget deficits in any of the four consecutive 10-year periods beginning in 2029.
