                                  H.R. 4475
        National Volcano Early Warning and Monitoring System Act

           As ordered reported by the House Committee on Natural Resources
                               on December 13, 2017


 SUMMARY

 H.R. 4475 would authorize the appropriation of $15 million for each year over the 2018-
 2024 period for the U.S. Geological Survey (USGS) to establish a system to improve
 monitoring of active volcanoes. The bill also would direct USGS to conduct a study on
 the feasibility of establishing volcano observatories in the U.S. Pacific Island territories
 and would authorize USGS to enter into cooperative partnerships with states, territories,
 universities, and agencies to implement the system.

 Assuming appropriation of the authorized amounts, CBO estimates that implementing
 H.R. 4475 would cost $73 million over the 2018-2022 period.

 Enacting H.R. 4475 would not affect direct spending or revenues; therefore, pay-as-you-
 go procedures do not apply. CBO estimates that enacting the bill would not increase net
 direct spending or on-budget deficits in any of the four consecutive 10-year periods
 beginning in 2028.

 H.R. 4475 contains no intergovernmental or private-sector mandates as defined in the
 Unfunded Mandates Reform Act (UMRA).


 ESTIMATED COST TO THE FEDERAL GOVERNMENT

 The estimated budgetary effect of H.R. 4475 is shown in the following table. The costs of
 this legislation falls within budget function 300 (natural resources and environment).
