                  National Memorial   to Fallen Educators   Act

  As ordered reported by the House Committee on Natural Resources on January 10, 2018


  H.R. 2711 would designate the memorial to fallen educators located at the National
  Teachers Hall of Fame in Emporia, Kansas, as a national memorial. The memorial would
  not become a unit of the National Park System. Using information from the National Park
  Service, CBO estimates that implementing H.R. 2711 would have no effect on the federal
  budget because the bill would prohibit federal funds from being used to operate the
  memorial.

  Enacting H.R. 2711 would not affect direct spending or revenues; therefore, pay-as-you-
  go procedures do not apply.

  CBO estimates that enacting H.R. 2711 would not increase net direct spending or on-
  budget deficits in any of the four consecutive 10-year periods beginning in 2028.

  H.R. 2711 contains no intergovernmental or private-sector mandates as defined in the
  Unfunded Mandates Reform Act.

  On April 10, 2017, CBO transmitted a cost estimate for S. 167, the National Memorial to
  Fallen Educators Act, as ordered reported by the Senate Committee on Energy and
  Natural Resources on March 30, 2017. The two bills are identical and CBO's estimates of
  their budgetary effects are the same.

  by H. Samuel Papenfuss, Deputy Assistant Director for Budget Analysis.
