           As ordered reported by the House Committee on Natural Resources
                                on October 4, 2017


 H.R. 424 would require the Secretary of the Interior to reissue final rules that removed
 gray wolves from the endangered species list in Wyoming and the western Great Lakes
 region. On May 1, 2017, the U.S. Fish and Wildlife Service (USFWS) reissued the rule
 delisting the gray wolf in Wyoming, and CBO expects that reissuing the final rule
 pertaining to the Great Lakes region would have an insignificant effect on the agency's
 workload. Under the bill, those actions would not be subject to judicial review.

 Based on an analysis of information provided by the USFWS, CBO estimates that
 implementing the bill would have no significant effect on the federal budget.

 Enacting H.R. 424 would not affect direct spending or revenues; therefore, pay-as-you-go
 procedures do not apply.

 CBO  estimates that enacting H.R. 424 would not increase net direct spending or on-
 budget deficits in any of the four consecutive 10-year periods beginning in 2028.

 H.R. 424 contains no intergovernmental or private-sector mandates as defined in the
 Unfunded Mandates Reform Act.
