The bill also would require VA to submit a report to the Congress on the results of the program by September 30, 2020. VA has conducted the pilot program since July 2018 and plans to conclude it at the end of 2020. It also plans to submit the report to the Congress at the conclusion of the program. Because the bill would codify VA's existing plans, CBO estimates that implementing H.R. 2942 would not affect the federal budget. The CBO staff contact for this estimate is Ann E. Futrell.
