    The following provisions in Division F have a cost:

    *   Section 60101(a) would authorize seed cotton as a covered commodity, beginning in 2018, with a $0.367 per pound reference price, $0.25 per pound
        loan rate, reallocation of generic base among all covered commodities, and no Stacked Income Protection enrollment for participants in commodity
        programs.
     *  Section 60101(b) would modify the Margin Protection Program for Dairy Producers to make monthly payments, extend enrollment for 2018, increase
        the threshold production to 5 million pounds for Tier 1, reduce premiums for Tier 1 production, and eliminate administrative fees for beginning
        producers.
     *  Section 60101(c) would remove the current $20 million annual limitation on crop insurance livestock programs.
