CBO's Recent Publications

and Work in Progress as of

To provide the Congress with a comprehensive review of its work, the Congressional Budget
Office publishes quarterly reports that highlight the agency's recent publications and summarize
its work in progress.1 Over the past three months, CBO has produced a variety of budget and
economic analyses, fulfilling the agency's core mission of supporting the Congress during each
stage of the legislative process. The agency's work takes many forms, including cost estimates,
testimonies, reports, and other analytic products.


Recent Cost Estimates
CBO  routinely provides the Congress with information about the effects of proposed legislation
on the federal budget through its technical assistance and cost estimates.2 The agency is required
to prepare a cost estimate for nearly every bill that is approved by a full Congressional committee
of the House of Representatives or Senate.3 It also publishes cost estimates at other stages of the
legislative process if requested to do so by a relevant committee or by Congressional leadership.

This past quarter, the agency published 202 cost estimates, including:

*     A cost estimate for H.R. 3561, the PATIENT Act of 2023, which would expand price
      transparency requirements for hospitals, health insurers, and pharmacy benefit managers.

m     A cost estimate for S. 10, the VA Clinician Appreciation, Recruitment, Education,
      Expansion, and Retention Support (CAREERS)  Act of 2023, which would require the
      Department of Veterans Affairs to make several changes to its management of the
      department's health care workforce.

 A cost estimate for   H.R. 485, the Protecting Health Care for All Patients Act of 2023,
      which would prohibit federal health care programs from using the quality-adjusted life year
      and similar measures to assess the relative value of medical interventions.

CBO  also reviews bills scheduled to be taken up under suspension of the rules, which is a
procedure th  the House of Representatives uses on the floor to act on legislation expeditiously.
CBO  prepared 11 such estimates for those bills.
