Dear Mr. Chairman:

The Congressional Budget Office has reviewed S. 2099, the White Horse
Hill National Game Preserve Designation Act, as reported by the Senate
Committee  on Environment and Public Works on September 25, 2019. The
bill would redesignate the Sullys Hill National Game Preserve in North
Dakota as the White Horse Hill National Game Preserve.

CBO  estimates that enacting S. 2099 would have no significant effect on
the federal budget and would not affect direct spending or revenues;
therefore, pay-as-you-go procedures do not apply. CBO estimates that
enacting the legislation would not increase on-budget deficits in any of the
four consecutive 10-year periods beginning in 2030.

S. 2099 contains no intergovernmental or private-sector mandates as
defined in the Unfunded Mandates Reform Act.
