The net changes in outlays that are subject to those procedures are shown here. H.R. 1865 could increase offsetting receipts by as much as $9.5 million if the U.S. Mint sells the maximum number of commemorative $5, $1, and half-dollar coins authorized by the legislation. Based on the production of similar coins, however, CBO estimates offsetting receipts would total $7 million over the 2021-2022 period. All amounts collected would be spent in 2024.
