To provide the Congress with a comprehensive review of its work, the Congressional Budget
Office publishes quarterly reports, like this one, that highlight the agency's recent publications
and summarize its work in progress.1


Recent   Work
Over the past three months, CBO has produced a variety of budget and economic analyses,
fulfilling the agency's core mission of supporting the Congress during each stage of the
legislative process.

The agency published 63 cost estimates for legislation that was reported by a committee or that
was the subject of a motion to be placed on the consensus calendar. They included an estimate
published on January 20 for H.R. 7776, the James M. Inhofe National Defense Authorization Act
for Fiscal Year 2023 (Public Law 117-263), which was enacted in December 2022. That
legislation specifies the budget, expenditures, and policies of the Department of Defense (DoD)
for fiscal year 2023. CBO estimated that the law would not increase on-budget deficits by more
than $5 billion in any of the four consecutive 10-year periods beginning in 2033. In early March,
CBO  published an estimate for S. 185, the Native American Direct Loan Improvement Act of
2023, which would make several changes to the program the Department of Veterans Affairs uses
to provide loans directly to Native American veterans for the purchase, construction,
improvement, or refinancing of their homes. In late March, the agency published an estimate for
H.R. 1, the Lower Energy Costs Act as posted on the website of the House Committee on Rules,
and an estimate for H.R. 1 as modified by the Manager's amendment. That bill would eliminate
regulations and reduce costs associated with domestic energy production.

Since its last quarterly report on the agency's work in progress, CBO has released 23 reports,
working papers, and other analytic products (see Table 1 on page 6). A number of those products
provided an analysis of the budgetary and economic situation in the United States. Most notable
among  those publications was an annual report that CBO is statutorily required to prepare,
The Budget and Economic Outlook: 2023 to 2033, which was published on February 15.
Supplemental information released along with the report included 11 years of projections for
about 2,000 separate budget accounts as well as for major categories of revenues and for
economic variables. The agency also published details about its baseline budget projections for
selected programs related to education, health, Social Security and pensions, and other issues. In
addition, CBO published a visual report summarizing in graphic form the agency's economic
projections over the next decade. The agency also released slides from a presentation that CBO's
