Section 2 would prohibit future auctions of leases for oil and gas development in areas of the Gulf of Mexico that are within 125 miles ofthe coast of Florida and in most ofthe eastern Gulf of Mexico. Section 3 would establish permanent fees for inspections of offshore oil and gas leases; collections from those fees would be recorded as reductions in direct spending. CBO has not completed an estimate of the effect of Rules Committee Print 116-29 with the Manager's Amendment on spending subject to appropriation or an analysis of intergovernmental and private-sector mandates as defined in the Unfunded Mandates Reform Act. CBO estimates that enacting the legislation, with the Managers' amendment, would not affect revenues.
