CBO has not completed an estimate of the effect ofS. 47 on spending subject to appropriation or an analysis of intergovernmental and private-sector mandates
as defined in the Unfunded Mandates Reform Act.

CBO estimates that enacting the bill would increase revenues by an insignificant amount over the 2019-2029 period.

S. 47 contains provisions that would affect the management and conservation of natural resources on federal lands. The bill would designate recreation and
conservation areas, authorize land exchanges, withdraw certain lands from mineral extraction, revise the boundaries of several national parks, and establish
new wildland fire management and volcano early warning programs, among other activities.
