              As passed by the House of Representatives on July 12, 2017


H.R. 1492 would authorize the Department of Justice (DOJ) to register physicians who,
under certain circumstances, are permitted to transport and dispense controlled
substances at locations other than their principal place of business. Under the act, DOJ
would collect additional registration fees from those physicians (most already are
registered and pay registration fees of a few hundred dollars per year, on average). Such
fees are treated as reductions in direct spending, and DOJ is authorized to spend them
without further appropriation.

Because enacting the legislation would affect direct spending, pay-as-you-go procedures
apply. However, CBO estimates that the net budgetary effect would be negligible.
Enacting the legislation would not affect revenues.

CBO  estimates that enacting the legislation would not increase net direct spending or on-
budget deficits in any of the four consecutive 10-year periods beginning in 2029.

H.R. 1492 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates  Reform Act and would impose no costs on state, local, or tribal
governments.
