           Supporting   Grandparents Raising Grandchildren Act

    As reported by the Senate Committee on Health, Education, Labor, and Pensions
                               on March  12, 2018


S. 1091 would establish a task force within the Department of Health and Human Services
(HHS) to identify, evaluate, and share resources available to caregivers age 55 and older
who are raising children. Task force members would include representatives from agencies
within HHS, the Attorney General, other federal departments identified by HHS, and
members  of the caregiving community. Within four years of enactment, the task force
would be required to issue two reports to the Congress on its findings that would include a
survey of available resources and recommendations for initiatives. The task force also
would be required to establish a process for incorporating public feedback.

Using information provided by HHS, CBO estimates that implementing S. 1091 would
require the equivalent of about two employees annually, each with an average cost of about
$250,000. This estimate accounts for the staff time and other resources necessary to
convene the task force, support its mission, and prepare the required reports. In total, CBO
estimates that staffing would cost about $2 million over the 2018-2022 period. Such
spending would be subject to the availability of appropriated funds.

Enacting S. 1091 would not affect direct spending or revenues; therefore, pay-as-you-go
procedures do not apply.

CBO  estimates that enacting S. 1091 would not increase net direct spending or on-budget
deficits in any of the four consecutive 10-year periods beginning in 2028.

S. 1091 contains no intergovernmental or private-sector mandates as defined in the
Unfunded Mandates  Reform Act.
