Dear Mr. Chairman:

The Congressional Budget Office has reviewed H.R. 401, a bill to designate
the mountain at the Devils Tower National Monument, Wyoming, as Devils
Tower, and for other purposes, as ordered reported by the House
Committee on Natural Resources on March 14, 2018.

CBO  estimates that enacting H.R. 401 would have no significant effect on
the federal budget and would not affect direct spending or revenues;
therefore, pay-as-you-go procedures do not apply.

CBO  estimates that enacting H.R. 401 would not increase net direct
spending or on-budget deficits in any of the four consecutive 10-year
periods beginning in 2028.

H.R. 401 contains no intergovernmental or private-sector mandates as
defined in the Unfunded Mandates Reform Act.
