Such projects would use natural materials to create buffers to lessen shoreline erosion by minimizing the impact of storms, currents, and flooding. Using historical spending patterns for similar grant programs, CBO estimates that implementing H.R. 3115 would cost $175 million over the 2020-2024 period and $125 million after 2024, assuming the appropriation of the authorized amounts. The costs of the legislation, detailed in Table 1, fall within budget function 300 (natural resources and environment).
