H.R. 4031  would authorize appropriations totaling $2.125 billion over the 2022-2026 period
for the Great Lakes Restoration Initiative. That initiative, led by the Environmental
Protection Agency, provides funding  to state, local, and tribal governments, institutions of
higher learning, and nonprofit organizations to support programs and projects to protect and
restore the Great Lakes. Currently, $300 million is authorized to be appropriated for the
program  in 2020 and 2021  and the Congress appropriated $300 million in 2019 for that
purpose.

Assuming   appropriation of the specified amounts and based on historical spending patterns,
CBO   estimates that implementing the bill would cost $973 million over the 2022-2024
period). The cost of the legislation, detailed in Table 1, falls within budget function 300
(natural resources and environment).
