H.R. 4852 would require the Department of Veterans Affairs (VA) to include additional
information about institutions of higher learning on the GI Bill Comparison Tool, the
department's website where it provides information on education benefits. That website
provides information about institutions on topics of particular interest to veterans, such as the
types of veteran resources on campus and the institutions' acceptance of GI Bill benefits.
The website also provides information concerning each institution's accreditation, estimated
costs, student outcomes, regulatory compliance, and other performance metrics. The bill
would add requirements to provide information regarding whether the institution of higher
learning admits students of only one gender, is affiliated with a religion, or primarily serves
racial or ethnic minorities.

The Department of Education currently collects the information specified by the bill and VA
already obtains much of that information for its website. Thus, CBO estimates that requiring
the inclusion of that additional information would cost less than $500,000 over the
2020-2024 period; such spending would be subject to the availability of appropriated funds.

The CBO staff contact for this estimate is Paul B.A. Holland. The estimate was reviewed by
Leo Lex, Deputy Assistant Director for Budget Analysis.
